Richard Higgins, currently serving as Hall County Commission Chairman of the Hall County Board of Commissioners since his election in 2016, brings a wealth of experience and dedication to public service. His remarkable journey in public leadership began with an 11-year tenure as chairman of the Hall County Board of Education. During this period, Higgins successfully navigated the challenges of a rapidly growing student population, overseeing the addition of ten new schools and numerous expansions to existing buildings. Despite the increased demand on resources, the Hall County School System under his guidance received recognition for its commitment to quality education, teaching, and yearly progress from the Southern Association of Colleges and Schools.
A graduate of the UGA Terry College of Business, Higgins’s professional background includes a successful stint as the president and owner of Carrier Services Inc., a Gainesville-based freight logistics firm. Following his retirement in 2018, where he sold the company, Higgins continues to bring his leadership acumen to the forefront. Married to his wife, Connie, and with three children—Josh, Anna Katherine, and Nathaniel—Higgins is praised by colleagues for his strong leadership, humility, and support for diverse views. As he seeks re-election as your Hall County Commission Chairman, Higgins remains committed to fostering unity and teamwork, continuing his mission of dedicated public service for the community he deeply cares about.
